The following definitions for the various fields within the "Parcel Profile Report" are designed to provide a high level understanding of those fields and their potential impacts on a development project.
   
REPORT HEADER:
   
Parcel Profile Report Field Definition and Potential Impact on a Development Project
   
Report Execution Date The date and time that the report was generated. The date and time does not represent the date and time the data was last updated. The data is periodically updated from various departments within the City of Los Angeles.
   
Job Address(es): A listing of all the address(es) associated with the parcel that is the subject of the "Parcel Profile Report".
   
PARCEL LEGAL DESCRIPTION INFORMATION:

Tract: The tract name or number designation of the tract that was recorded with the Los Angeles County Recorder for the parcel.
   
Block: The block name or number designation within the tract that was recorded with the Los Angeles County Recorder for the parcel.
   
Lot: The lot name or number designation within the tract and block that was recorded with the Los Angeles County Recorder for the parcel.
   
Arb: A number generated by the Los Angeles City Clerk's Office to uniquely identify a parcel that is a portion of a larger parcel without the need to use the metes and bounds legal description.
   
Modifier: A designation indicating that some portion of the original parcel was dedicated to the City of Los Angeles in order to enlarge the public right of way adjacent to the parcel.
   
Map Ref. Nmbr. for Tract Recordation: The Los Angeles County Recorder designation for the map books containing the recorded legal description of the parcel.
   
Parcel ID Number (PIN): A number composed of the Los Angeles City District Map number combined with a unique number for that District Map that uniquely identifies the parcel with the City's Geographical Information System.
   
Assessor Parcel Number: The property tax bill number as established by the Los Angeles County Tax Assessor for the parcel.

Alquist-Priolo Fault Zone The parcel is close to a known earthquake fault line. Development regulations relate to the measures necessary to mitigate the hazards due to the proximity of the known earthquake fault line to the parcel.
   
Council District The City of Los Angeles council district number of the councilperson who represents the district that contains the parcel. No development regulations related to this data element.
   
Community Redevelopment Area The parcel is within a Community Redevelopment Area established by the Los Angeles City Council. Flood Hazard Zone The parcel is located in an area that has an increased risk of being subject to flood related damage as determined by flood insurance maps maintained by the Federal Government. Development regulations relate to the measures necessary to mitigate flood hazard risks.
   
Hillside Grading Area The parcel is located in an area that is in or is near a hillside mountainous area. Development regulations relate to the measures necessary to mitigate hillside area hazards.
   
Hillside Ordinance Area The parcel is located in a mountainous area and is regulated by the City's "Hillside Ordinance". Development regulations relate to the measures necessary to comply with the "Hillside Ordinance" architectural design standards and limitations.
   
Planning Area & Community Name The City of Los Angeles Department of City Planning community name designation for the parcel. No development regulations related to this data element.
   
Zone(s) The City of Los Angeles Planning and Zoning Code "Zone Designation" for the parcel. Development regulations relate to the allowable use(s) on the parcel and the allowable height, location, and size of structure(s) and or use(s) located on the parcel.

Building Line Setback The parcel has a fixed front, side or rear yard setback, measured in feet, established by city ordinance. No structures can be built within the fixed front, side or yard setback distance.
   
Census Tract The United States Census Bureau "Census Tract" for the parcel. No development regulations related to this data element.
   
Coastal Zone Conservation Act The parcel is located within the Coastal Zone Conservation Area established by the California State Coastal Commission. Development regulations relate to those measures necessary to comply with the coastal development regulations for the area as defined by the Coastal Commission.
   
Community Design Overlay District The parcel is located in an area where development activity is regulated by the Department of City Planning. Development regulations relate to the "local area-specific regulations" for the area in which the parcel is located.
   
Compacted Filled Ground A compaction report, certifying the bearing pressure of soil, in pounds per square foot, on the parcel or a portion thereof, is on file with the Department of Building and Safety. Development regulations relate to the requirements associated with the approval of the bearing pressure by the Department.
   
Community Noise Equiv. Level The parcel is located within a municipal airport noise boundary as designated by the local Airport Authority. Development regulations relate to the construction measures necessary to ensure that the interior noise level does not exceed the allowable level based on the intended use of the structure(s) on the parcel.
   
Division of Land The parcel was created by a division of land in which the original "larger" parcel was divided into two or more parcels. No development regulations related to this data element although the developer may be required to show proof that the division of land was legally completed.
   
Division of Land Exemption The parcel was involved in a division of land adjusting the common lot line between two or more parcels. No development regulations related to this data element although the developer may be required to show proof that the division of land exemption was legally completed.
   
E.Q. Landslide Hazard Area The parcel is located in an area that has an increased risk of earthquake induced landslides. Development regulations relate to the measures necessary to mitigate the hazards due to this increased risk.
   
E.Q. Liquefaction Hazard Area The parcel is located in an area that has an increased risk of earthquake induced soil liquefaction. Development regulations relate to the measures necessary to mitigate the hazards due to this increased risk.
   
Energy Zone The California Energy Commission "Energy Zone" for the parcel. Development regulations relate to the energy conservation measures necessary to comply with the applicable standards.
   
Environmentally Sensitive Area The parcel is in or adjoins an ecologically significant area as shown on the Department of City Planning's Significant Ecological Map which was based upon the Los Angeles County Significant Ecological Areas study of 1976. Development regulations relate to those measures necessary to mitigate hazards caused by the ecological nature of the area in which the parcel is located including, but not limited to, storm water drainage during construction.
   
Fire District The City of Los Angeles "Fire District" for the parcel. Development regulations relate to the measures necessary to mitigate fire hazard risks due to parcel location or zone.

High Wind Area The parcel is located in an area that has a risk of being effected by high winds. Development regulations relate to the measures necessary to mitigate the hazards associated with high winds.
   
Lot Cut Date The actual date the original "larger" parcel was divided to create this parcel. The date may also be a date preceded by the word, "PRIOR" which indicates that the actual lot cut date was "prior to" a "cut off" date. The "cut off" date established additional regulations in order to legally divide parcels. Development regulations relate to the measures necessary to certify that the original parcel was legally divided or those measures necessary to legalize the illegal parcel division.
   
Methane Hazard Site The parcel is located in an area that has been identified as a potential methane hazard site due to its proximity to methane gas sources such as landfills, oil wells, oil fields and underground gas storage facilities. The locations of these methane gas sources are based on data from the California Division of Oil, Gas and Geothermal Resources and the City of Los Angeles Department of Environmental Affairs. Development regulations relate to the measures necessary to mitigate methane gas hazards based on the parcel's proximity to the methane gas source which is categorized by two zones: the Methane Zone (having more restrictive mitigation requirements) and the Methane Buffer Zone (having less restrictive mitigation requirements).
   
Near Source Zone Distance The distance, in Kilometers, that is needed by licensed Civil or Structural Engineers or architects to determine the Near-Source Factors "Na" and "Nv" from Tables 16-S and 16-T of the Los Angeles Building Code (LABC). Development regulations relate to the measures necessary to design and construct the building or structure to meet the lateral force resisting requirements of the LABC.
   
Oil Well Area The parcel is located in an area that is in or is near a formerly active oil drilling area. Development regulations relate to the measures necessary to mitigate oil drilling area hazards.
   
Parcel Area (sqft) The area, in square feet (sqft), of the parcel as determined by the city Geographical Information System. This is only an approximation as the legal parcel area can only be determined by a surveyor licensed by the State of California.
   
Parcel Map Exemption The parcel was involved in a division of land adjusting the common lot line between two or more parcels. No development regulations related to this data element although the developer may be required to show proof that the parcel map exemption was legally completed.
   
Parking District The parcel is located in an area that is regulated by special parking standards. Development regulations relate to the measures necessary to comply with the special parking requirements for the area.
   
Private Street The parcel is accessed from a private street. Development regulations relate to the measures necessary to comply with private street maintenance and access requirements.
   
Rear Yard Setback The parcel has a fixed rear yard setback, measured in feet, established by the Department of City Planning that is different (i.e. longer or shorter) than the normal rear year setback based on the zone of the parcel. Development regulations relate to the allowable placement of buildings or structures within the rear yard setback.
   
Side Yard Setback The parcel has a fixed side yard setback, measured in feet, established by the Department of City Planning that is different (i.e. longer or shorter) than the normal side year setback based on the zone of the parcel. Development regulations relate to the allowable placement of buildings or structures within the side yard setback.
   
Thomas Brothers Map Grid The Thomas Bros. Maps Page and GridTM for the parcel. This designation can be used to help locate the parcel within the Thomas Guide®. No development regulations related to this data element.
   
Vehicular Access Waived The parcel has frontage along two or more streets, one or more of which has a regulation against vehicles accessing the parcel from that street.

Director's Determination A determination by the Director of the Department of City Planning, or his or her designee, regarding the conditions of, or compliance with, specific regulation(s) for the parcel. Development regulations relate to the determination requirements and/or findings.
   
Historical Cultural Monument One or more of the building(s) or structure(s) on the parcel have been designated as an actual or proposed city, state, or federal historical monument. Development restrictions relate to the measures necessary to preserve the historical character of the building(s) or structure(s).
   
Historical Preservation Overlay Zone The parcel is located in an area where there is an effort to maintain the historical character of the community. Development regulations relate to the measures necessary to maintain the community's historical character.
   
Interim Control Ordinance The Los Angeles City Council has enacted a temporary set of development condition(s) or regulation(s) for the geographical area in which the parcel is located. The ICO will remain in effect while the City Council evaluates the permanent development condition(s) or regulation(s). Development regulations relate to the measures necessary to comply with the condition(s) or regulation(s) as set forth in the ICO.
   
Mall/Major Project Site The parcel has been identified by the Department of Building and Safety as being part of a large retail mall or part of a major project site. Development regulations relate to the number of available parking spaces for future structure(s) and use(s).
   
Pedestrian Oriented District The parcel is located in an area designated by the Department of City Planning (DCP) as a Pedestrian Oriented District (POD) to encourage people to walk and shop in areas near their workplaces and/or residences. Development regulations relate to the measures necessary to comply with the POD requirements for the parcel as determined by DCP.
